Reporting to the Senior Development Engineer, this position is responsible for assisting with the technical review of Residential and Commercial land development applications ensuring compliance with General Municipal Servicing Standards, bylaws, and regulations during the approval process. This position oversees the construction of Municipal Infrastructure to ensure the obligations stipulated through the General Municipal Servicing Standards are fulfilled with respect to Multi Lot and Single Lot Subdivision.


KEY DUTIES AND RESPONSIBILITIES

Technical Review of Residential and Commercial Land Development Applications (50%)

  • Conducts technical analysis and examination of development proposals, in the context of the designs of municipal roads and servicing for subdivision. Ensures compliance with legislative requirements, municipal bylaws, County policies, and standard engineering practice. 
  • Provides technical recommendations to land development referrals from Development & Strategic services department.
  • Conducts technical review and analysis of engineering reports to support municipal infrastructure improvements. Provides land development guidance, technical advice, and information to the general public as required. 
  • Examines As-Built record drawing to ensure compliance with the design drawings as accepted by the County.
  • Supports Development and Strategic Services with the examination of Lot Grading Certificates ensuring conformance with overall lot grading plan, existing Policies and Procedures.
  • Coordinates and conducts technical inspections with developers, their consultants, and Sturgeon County’s consultants as stipulated in the General Municipal Servicing Standards.
  • Ensures construction deficiencies are documented and completes follow up inspections to ensure these deficiencies have been corrected prior to sign off the construction completion certificate and final acceptance certificates.
  • Maintains and keeps current a multi-lot subdivision Municipal infrastructure deficiency list.
  • Maintains an accurate list of current certificates and applicable maintenance period dates for developments.
  • Provides assistance in issue resolution related to utility installations, road, and storm drainage concerns.
  • Reviews Utility/Oilfield Activity applications affecting Transportation and consults with applicants to ensure Sturgeon County’s requirements are fulfilled to issue approval and maintaining GIS database update.
  • Attends Subdivision and Development Appeal Board to support Development & Strategic services department as a subject matter expert on Engineering standards.

 

Overseas Construction Management of Municipal Infrastructure (40%)

  • Conducts Single Lot Subdivision Inspections analysing access management requirements, and overall developability for the Development & Strategic services department and prepares reports.
  • Manages projects and construction of municipal infrastructure on multi-lot developments to ensure municipal interests are met.
  • Ensures the County’s infrastructure meets the General Municipal Servicing Standards and resolves any construction related issue in an efficient manner in consultation with the Senior Development Engineering Officer and managers of the Development & Strategic services, Transportation and Engineering Services, and Utility and Waste Management services.
  • Provides developers, their consultants, and Sturgeon County’s consultants a single point of contact regarding the construction of new municipal infrastructure for multi-lot residential/commercial development. 
  • Provides status reports or updates on multi-lot residential or commercial developments to Development & Strategic services as required. 
  • Examines Quality Assurance and Quality Control documentation as submitted by the Developers Engineering consultant prior to issuance of Construction Completion or Final Acceptance Certification.
  • Develops project terms of reference, reviews proposals and manage consultant contracts/budgets as necessary to support the work of the Transportation and Engineering Services Division.
  • Attends pre-construction and weekly site meetings with developers and/or their consultants and County staff as may be required. 
  • Prepares documentation for the securities release upon completion of either a construction completion certificate or final acceptance certificate.
  • Acts as a county liaison with land developers, engineers, county administration and the general public for items related to land development.
  • Reviews and submits invoices for rebilling approval for municipal engineering services.
  • Organizes meeting logistics, establish agendas, and prepare records of discussion that highlight recommendations/action items to be followed up on key infrastructure projects and initiatives.

 

Other Related Duties (10%) 

  • Completes special projects as required.
  • Adheres to applicable responsibilities and accountabilities as outlined in the Sturgeon County Health and Safety Management System.

 

KNOWLEDGE, EDUCATION, QUALIFICATIONS, SKILLS, ABILITIES, AND EXPERIENCE

Required: 

  • A post-secondary degree in Civil Engineering. Equivalencies in education and experience may be considered, including a post-secondary diploma in Civil Engineering Technology.
  • A valid class 5 driver’s license with an appropriate driver’s abstract.
  • A minimum of three (3) years of relevant experience in the design, construction and inspection of subdivisions and general land development which includes the construction of waterlines, sewer lines, illumination lighting, drainage, Storm Water Management Facilities (SWMF), Earthworks, and road construction.
  • Strong working knowledge of the application and implementation of civil engineering techniques associated with municipal infrastructure including construction methodology, procedures and materials associated with municipal infrastructure. 
  • Ability to read, research, follow, and understand processes, procedures, and policies to perform work in accordance with expectations. 
  • Ability to exercise and apply sound judgment, analyze, and solve complex problems, take initiative, and make informed decisions. 
  • Ability to prioritize and manage time effectively, working well and effectively under pressure while meeting deadlines, including strong project management and organizational skills and the ability to motivate others towards achieving a common goal. 
  • Proven ability to reach agreement with others in an objective, logical and sensible manner. 
  • The ability to work efficiently and effectively either independently or in a team environment.
  • Communication skills with the ability to communicate effectively in writing and verbally. 
  • Strong work ethic and highly motivated with the ability to work in a fast-paced environment and respond to action requests and competing deadlines in a timely manner. 
  • Proficiency with MS Office suite of products.
  • Ability to read and extract information from technical report, site plans and engineering drawings.

  • Designation as a Certified Engineering Technologist (C.E.T) or Professional Engineer (APEGA) is preferred.
