The Business Analyst will be a key member of a project team responsible for the modernization of the corporate Enterprise Resource Planning (ERP) environment that conducts financial, and municipal business functions.  This includes municipal tax assessment and utility billing functions.  This is a six month, full-time position with the potential to extend. The competition will remain open until the position is filled.


 

KEY DUTIES AND RESPONSIBILITIES

 

Analysis of Business Processes (90%) 

  • Perform tasks as identified by the Project Manager and  the lead financial Business Analyst with support from the departmental users and the designated Systems Analyst position. 
  • Liaises between client departments and the project, providing the corporate perspective in the analysis and design of solutions. 
  • Collects business, data requirements and specifications related to ERP-based functions.
  • Evaluates proposals as part of the ERP project team. 
  • Supports software implementation activities including software configuration to suit business requirements. 
  • Creates and executes testing and training plans to meet business requirements.  
  • Creates support plans that contain knowledge transfer to operate the new solution.  
  • Ensures all stakeholders assigned a support role understand their responsibilities as it relates to maintaining the solution.
  • Validates requirements with client departments to ensure accuracy of documentation, obtaining necessary sign-off from department manager.

 

Other Related Duties (10%)

  • Completes special projects/other duties as assigned by the Manager, Corporate Finance & Treasury.
  • Adheres to Sturgeon County standards and methodologies for business analysis and project management. 
  • Adheres to applicable responsibilities and accountabilities as outlined in the Sturgeon County Health and Safety Management System. 

 

KNOWLEDGE, EDUCATION, QUALIFICATIONS, SKILLS, ABILITIES, AND EXPERIENCE 

Required:

  • Business Analyst Certification and/or Certification of Competency in Business Analysis (CCBA) or working towards certification.
  • Minimum of 5 years progressively responsible and related experience (including project management, business analysis and training) in a complex business environment and/or municipal government setting that includes leading increasingly complex financial systems projects and initiatives.
  • Proficient knowledge and experience with: 
    • Enterprise software systems (such as ERP\MRP applications, but others are applicable), including how they work for functional areas such as Finance, Human Resources, Assets, and Procurement.
    • Performing common BA tasks such as business requirements, product evaluations, test methodologies and information technology concepts, principles and technical environment and knowledge of diverse business operations.
    • Core system replacement projects
  • General knowledge of the following:
    • Change Management best practices to support appropriate quality deliverables 
    • System implementation phases and data migration 
    • Technical knowledge of software concepts such as cloud infrastructure, databases, integrations, etc.
    • Familiarity with project phases, activities, and deliverables for enterprise software projects
    • Knowledge of records management, information management, the Municipal Government Act, and the FOIP Act.  
  • Professional Skills:
    • Demonstrated ability to work with functional leaders and team members to discover, document, design and implement business processes in an ERP application platform.
    • Ability to schedule and conduct workshop, capture material information, and synthesize the information into high quality deliverables using common MS Office applications including: PowerPoint, Visio, OneNote, Excel, Word, and SharePoint 
  • Ability to work in a team environment and independently. 
  • Strong organizational and time management skills, with the ability to set and manage among conflicting priorities while meeting deadlines.     
  • Strong professional written and verbal communication skills including the ability to represent business processes and technical processes based on the audience.
  • Ability to communicate clearly and professionally verbally and in writing, including being adaptable, receptive, and timely when communicating with others, and possessing tact and discretion.   
  • Ability to analyze issues, including applying problem solving skills and ability to provide recommended solutions.     
  • Proficiency when using the Microsoft suite of products (Word, Excel, PowerPoint).

 

Assets:

  • Information Technology Degree/Diploma and/or Business Process Management Certification or equivalent experience
  • Business Analyst Certification and/or Certification of Competency in Business Analysis (CCBA) or working towards certification.
  • Experience working with Corporate Finance and Treasury teams working towards the implementation of a new financial system.
  • A solid understanding of financial and accounting processes.
  • Proficiency with business productivity software, computers, and financial information systems (Enterprise Resource Program includes: Great Plains, Diamond, WorkTech, and Avanti).
