The Systems Administrator is responsible for installing, configuring, troubleshooting, and maintaining Sturgeon County’s computing infrastructure. Computing infrastructure includes networking, communications, hosting solutions both cloud and on-premises, and user device configuration. This position works in a team environment to provide operational support and direction to the County’s staff in the use of computing and telecommunications technology. This position will also work with the Project Managers to provide technical expertise for special projects.


KEY DUTIES AND RESPONSIBILITIES

Communications, Networking and Hosting Infrastructure Services (40%) 

  • Designs and implements a multi-site, wide area local network infrastructure (both wired and wireless) and implements procedures to ensure that all network resources are secure and meets business needs. This includes firewalls, switches, routers, and their various operating systems. 
  • Designs and implements server hosting capabilities (cloud and on-premises) and implements procedures to ensure that all hosting solutions are secure and meets business needs. Supports and maintains cloud-based Microsoft infrastructure. This includes hosting requirements for web, application, and database server-based services.
  • Maintains a disaster recovery plan ensuring recoverability suits business needs. This includes operating backup and recovery capabilities. Administers and supports Local Area Network services and applications. 
  • Ensures the system backup solutions meet business file recovery needs including the ability to recover from disaster through maintaining an active disaster recovery plan on behalf of the organization. Supports existing Audio-Visual systems and works with vendors on the design and implementation of new systems.

User Based Computing Infrastructure Technology Management (40%)

  • Configures and operates hosting and authentication services including technologies such as Microsoft Active Directory, Microsoft DNS, and DHCP services. This may include providing technical support for connectivity to internal or external facing web services.
  • Supports and maintains multi-tenant Microsoft 365 environment including on-premises and cloud-based Microsoft Exchange services.
  • Installs, configures, troubleshoots, and maintains all County communications services using VoIP infrastructure, including sets, lines, auto attendants and voicemail. Supports and maintains Microsoft Teams based equipment including conferencing & meeting room setup.
  • Supports and maintains other Mobile Devices, including iOS devices, Android devices, Air Cards, and Wi-fi Hotspots. 

Information Security (10%)

  • Supports and Maintains Cyber Security program that include education, phishing, penetration testing, operational monitoring.
  • Provides advice and secure designs to sustain a secure SCADA and IT network that is secure. 
  • Responsible for keeping network-based certificates up to date and properly implemented.
  • Responsible for VPN architecture and addressing security-based concerns.
  • Maintains Sturgeon County Mobile Device Management systems. Maintains Patch and Anti-Virus management systems for all County networks and devices.

Other Related Duties (10%) 

  • Works closely with Project Managers to provide technical expertise on special projects.
  • Remains up to date on advanced solutions applicable to the municipal setting. 
  • Responsible for creating Technical Documentation for all changes/improvements and implementations. 
  • Adheres to applicable responsibilities and accountabilities as outlined in the Sturgeon County Health and Safety Management System. 

KNOWLEDGE, EDUCATION, QUALIFICATIONS, SKILLS, ABILITIES, AND EXPERIENCE 

Required:

  • Post-secondary diploma in Information Technology or equivalent experience.
  • Minimum of 2 years relevant experience, including in a Microsoft Windows and Microsoft Office environment. Preference given to those with more experience. 
  • Ability to work in a team environment or independently, with the ability to take initiative and be self-motivated, and demonstrate a commitment to continual learning.  
  • Strong organizational and time management skills, with the ability to set and manage among conflicting priorities while meeting deadlines. 
  • Ability to communicate clearly and professionally verbally and in writing, including being adaptable, receptive, and timely when communicating with others, and possessing tact and discretion. 
  • Ability to research and analyze issues, including applying problem solving skills and ability to provide recommended solutions connecting the business issue and technology solutions.      
  • Attention to detail and accuracy when completing work.
  • Proficiency with Microsoft Office.
  • Microsoft Azure 
  • Microsoft Office 365 Administration
  • VoIP administration

Assets:

  • Experience in a municipal environment is an asset.
  • CompTIA A+, CompTIA Network+, and Microsoft Certified Professional (MCP) certifications considered an asset. 
  • Relevant telecommunications certifications and experience are considered assets.
  • Vendor certifications and experience are considered assets.
